Commentary
· Seem to support not pursuing the right to roam.
- The head of an agency could have a function similar to banking and insurance.
- Ombudsman.
- A degree of independence so as to provide advice for government.
· Need to clarify OSH rules on liability before proceeding with access.
· What compensation or help will there be for disruption to stock, damage etc arising from access?
· Could cage fish farming be exempted from public access?
· Prior to 1840 no land was exempt from access, now about 50% could be exempt (urban, ports) and only Maori land might be left.
- Looking to the future and want access available in the future.
· Need to guard against commercialisation of access.
- Need freedom of access.
- People do not want to pay because it goes against the New Zealand ethos.
- Oppose concessions on accessways/tracks.
· No access can protect resources.
· Although it is not obvious, access problems are starting to emerge in the north, especially the coastal areas, money is migrating out of Auckland.
· Hunting and fishing is part of the high country use and should be considered in any access arrangements.
· There is a problem with local council attitudes to access - is it structural (RMA/LGA)?
- Local councils are reluctant to pursue access requirements and prefer to support subdivision.
- Need to have access to a beach etc on subdivisions.
- The council would need to satisfy itself that public access is reasonable for the location.
· How would a river be defined?
· Who owns riverbeds?
· How could access reduce pollution of the waterways?
· Maori are concerned about losing the Queen's Chain, it has been part of the New Zealand ethos and should be along all rivers.
· Appreciate the Group coming to Kaitaia as most consultation does not reach it.
