Commentary

· Is a right of way or a statutory trust surveyed?

· How is the Queen's Chain measured - from the water's edge - where does it extend to and from?

· Why don't you consider esplanade or access strips, they do not have to be surveyed?

· If you are going to take a strip of land of my property, are you going to pay me for it if I cannot use it (this would be a loss)?

· The Queen's Chain is not always going to work.

· If you are not going to pay for it, are you going to maintain it for me?

-  Cannot graze stock with people walking up and down land.

-  Security.

-  Erosion.

-  This is a loss to the farmer.

-  Total exclusion of people, this is a commercial world.

· An access agency could be very important - how would it be organised?

· Is there any difference between recreational use and commercial use in access?

· In Nelson, little landholdings could be impacted by a lot of people, near to a significant metropolitan area.

-  How much of the South Island is owned by the Government already?

-  There is a lot of leased Crown land.

· Early in the 1990s, Nelson sold its cutting rights to forest in the district and now mainly forest owners, mainly Americans, are blocking and restricting access, even though they only have cutting rights.

· What have you defined as public and private land?

· Rights of renewal.

· Unusual lease - 33 year rolling lease, until notification to leave.

· The Forest and Rural Fires Act is draconian, the farmer is liable for firefighting costs.

· Need access when it is required for a legal purpose.

-  Open walkways to anyone following a legal pursuit, i.e. with a shotgun.

· Permit: For a responsible/qualified landuser, with insurance, the onus is on the person accessing the land to cover it.

· There is a dollar value placed on fish and wild game, which is having an effect on access - control access to commodities.

· The Queen's Chain could be non-accessible for commercial and privacy reasons.

-  The Queen's Chain is landlocked.

-  We have access but we are not going to give it.

-  This is being imposed on people by the government of the day.

-  You are being funded by the Government to be here.

· Are you going to take into account the coastline where access could destroy natural values?

· Pleased about the report, it is comprehensive, think about it and make your views heard through the submission process.

· Public access to public resources.

-  Tradition of access to them.

-  Recent cases where accessibility reduced.

-  Consider whether or not there needs to be ownership of the land to obtain access.

-  What responsibilities should be codified?

-  Agency to negotiate and develop access at a local level.

-  Compensation for what - access to our own resources?

-  Who should compensate whom?

· Tasman District Council would like copies of the report.

-  No other notification of the report.

-  Where there is negotiated access, who will be the agency saying that it can be used for commercial purposes?

-  Can people use private land to walk over to public land for commercial purposes?

-  It is the decision of the council if it wants to charge for fishing on an esplanade reserve.

· This is a complicated issue, favour a right of way or legalisation of the Queen's Chain.

· Farmers have moved on from compensation, but concerned about damage.

· You would want permission for me to walk through your place and use your toilet.

· Adequate access is already there, but shooters may be taking a shortcut to get to the same area.

· Need vehicle access to park vehicle, unload kayaks - a lot of people require it, especially to the river.

· Need a real definition between private and commercial, there is huge intensity in and pressure on Abel Tasman.

· A wide range of attitudes and a lot of disrespect.

· A lot of unresponsible people.

· What is going to happen when people turn up and harm stock?

· Are you going to stop the farming charging a fee if there is an accessway on private land and it is a commercial operation?

· Talk about tenure review, negotiate with DOC, going to get something out of it - why could this not be in the same category?

· You give something up and get something in return.

· How is the agency going to carry out all of the functions, such as administration - delegate to departments/local authorities?

· What `umbrella' will local authorities use to cover the wide range of interests?

· Need a lot of clout for whoever is going to run the agency, must understand the locality and the people, as well as regional access plans.

· What will the distribution of the access be?

· Congratulate the Group, but concerned about an agency - how much power and money will it have?

· Difficulty of some seasons, such as lambing, but the biggest worry is fire.

· Esplanade strips are private agreements and there is no reason why they cannot be closed.

· Common code of practice for users and how to set access up.

· Most users are happy to ask for permission, it is a problem of those who do not ask.
