Vehicle Access to Land

While vehicle access is not included in the terms of reference, a number of submitters comment on the difficulties found by motorists, cyclists and off-road vehicles accessing public land, and signal that the investigation should extend beyond pedestrian access. Submitters feel that the need for the inclusion of vehicles is due to a decline in access opportunities.

This decline is a result of:

  • landowner prejudice against vehicle use;
  • the threat of excess amounts of vehicles because of uncontrolled access;
  • unlicensed vehicles making it difficult for landowners to accurately identify visitors on their land;
  • vandalism through vehicle use;
  • a charge for vehicle access at certain times; and
  • prohibition of vehicle access in sensitive areas.

There is potential for mountain biking on or through private property with an off-road code designed to encourage responsible riding.
