Review of the On-farm Adverse Events Recovery Framework
The aim of the On-farm Adverse Events Recovery Framework is to promote a shared understanding of the roles and responsibilities of central government, local government and the primary production sector in preparing for, and recovering from, adverse events at the on-farm level.
Adverse events are severe climatic events or natural disasters that are beyond the ability of the community to cope with. On-farm means commercial agriculture, horticulture, viticulture and forestry properties.
Outcome of the review
Following the Review of the On-farm Adverse Events Recovery Framework, on 23 April 2007 Cabinet agreed:
- the existing suite of recovery measures (the small-scale event and medium-scale event recovery measures) should continue to be used in future adverse events;
- following a large-scale adverse climatic event or natural disaster, the government does have a role in providing a special recovery measure to primary producers.

On-farm Readiness and Recovery Plan for adverse climatic events and natural disasters explains individual and rural community responsibilities for responding to adverse climatic events and natural disasters that affect farm business viability (agriculture, horticulture and forestry). It also outlines central government assistance measures that may be available in small, medium and large-scale adverse events.
Summary of submissions
The Summary of Submissions summarises 72 written submissions and the feedback from 14 consultation meetings held around the country on the Ministry of Agriculture and Forestry's (MAF) publicly released discussion document Building Resilience: A review of the on-farm adverse events recovery framework.
