Organisational Structure

As a consequence of decisions flowing from the implementation of the Biosecurity Strategy, and other factors, MAF is currently in the process of changing its organisational structure. These changes have resulted in the formation of a Biosecurity Strategic Unit, a "New Biosecurity Authority" and the disestablishment of the Operations Group.

MAF Policy

MAF Policy exists to provide information, analysis and advice to the Government on issues affecting the economic and environmental performance of the sectors. It is divided into six Business Units – International Policy, Sector Performance Policy, Sustainable Resource Use Policy, Biosecurity and Science Policy, Policy Information and Regions, and Business Services.

The Policy Information and Regions Group provides MAF's link with rural New Zealand, producers and processors, and the communities within which they operate.

New Zealand Food Safety Authority

The NZFSA is a semi-autonomous body attached to MAF. NZFSA exists to protect and promote public health and safety and facilitate access to markets for New Zealand food products and by-products. It is divided into the following Business Units – Agriculture and Veterinary Medicines, Animal Products, Dairy and Plant Products, Communications and Business Services, Compliance and Investigation, Policy and Regulatory Standards, Programme Development, and Processed Foods and Retail Sales. As from 1 July 2004, the Verification Agency (which provides evaluation, verification and certification services) will be incorporated into NZFSA.

"New Biosecurity Authority"

The Biosecurity Authority exists to protect New Zealand's unique biodiversity and facilitates exports by managing risks to plant and animal health and animal welfare. In future the Biosecurity Authority will be organised primarily along points of intervention – pre-border, border, surveillance, incursion response, pest management, etc. This shift is intended to assist in focusing the work of the group into the broader, whole-of-system mode sought in the Biosecurity Strategy and to facilitate the move to comprehensive risk analysis and prioritisation across the system.

Quarantine Service

The MAF Quarantine Service identifies and manages any potential biosecurity risks, and provides domestic and offshore technical inspection and clearance services.

Forest Management

The Forest Management Group manages and administers the Government's responsibilities in the sustainable management of indigenous forests, the East Coast Forestry Project, Forestry Encouragement Loans and Crown lease forests on Maori land.

Maori Strategy

The primary role of the Maori Strategy function is to implement the MAF Maori responsiveness strategy – promote a greater awareness by MAF of Maori issues and concerns, increase MAF's understanding of the Treaty of Waitangi and help MAF develop more effective relationships with Maori.

Corporate Assurance and Risk

The assurance and risk function leads a broad programme of both the traditional internal audit functions, with enhanced integration of the various audit, compliance and investigation functions carried out within our business groups and a higher level overview of risk assessment and risk mitigation.

Corporate Services Groups

MAF's Corporate Services Groups contribute to organisational governance and support the other business groups through the delivery of a range of services including: financial people and information management, ministerial liaison and advice, in-house legal services, and internal and external communication.

Biosecurity Strategic Unit

Provides independent analysis and advice on the development of New Zealand's biosecurity system.
