Adult Learning Standards

The NZ Qualifications Authority (NZQA) is preparing to introduce new criteria to ensure the delivery of good quality adult literacy, numeracy and language programmes. It is estimated that 1.2 million adults have levels of literacy lower than are required for effective participation in work, learning and community contexts. From this total, 461,800 are participating in tertiary education courses.

NZQA has released a consultation paper, looking at Foundation Learning Quality Assurance (FLQA) requirements. The NZQA is seeking feedback on:

  • how well the proposed requirements align with good quality practice in foundation learning;
  • suggestions to enhance or change the proposed requirements;
  • the proposed implementation process;
  • how easily providers could provide evidence to support the proposed requirements; and
  • how long it would take (an estimate) to put in place the proposed requirements.

NZQA says it will hold a small-scale audit trial of the proposed FLQA requirements in mid year. Analysis of the consultation responses and the trial outcomes will help shape the final FLQA requirements, which are planned to be published in late 2006. A summary of the consultation survey results will be published on the NZQA website in May.
