Total Mobility Scheme Review

The Ministry of Transport's financial support for those with serious mobility constraints (the Total Mobility Scheme) is under a second review with the aim of making it more consistent and equitable. Under the scheme, the Ministry reimburses local authorities 40 percent of the cost of the discounted taxi fares and 60 percent of the cost of fitting taxi vans with wheelchair hoists.

A 2003 review showed that, among other issues, there were significant regional variations in the way the scheme was being operated, resulting in inequalities relating to eligibility and entitlement.

The Ministry has now issued a consultation paper to investigate possible improvements to:

  • the scheme's purpose;
  • eligibility criteria; and
  • entitlements (including fare subsidy, maximum and minimum subsidised fares, number of trips, assessment services, administration, and transport operators).
