Agriculture in a New Zealand Emissions Trading Scheme
Agreement in principle has been reached to include agriculture (including horticulture, pastoral and arable farming) in the Emissions Trading Scheme by 1 January 2013.
Including agriculture in the Emissions Trading Scheme (ETS) will ensure that production decisions begin to take account of the cost of agriculture emissions.
As with forestry, complementary measures will be introduced in the agriculture sector to assist with climate change mitigation. In particular, these will focus on developing farm level monitoring and information systems, research and technology developments.The area of highest priority for engagement with the sector is the technical design and operational detail of an ETS for agriculture. This will occur not only through the main communication and engagement programmes, but also through a Technical Advisory Group (TAG) comprising policy and technical experts. It will be independently chaired and supported by a special secretariat and will report back to MAF by September-October 2008. The TAG will also oversee a series of stakeholder workshops during 2008.
